LegCo expansion promotes innovative construction

Hong Kong is stepping up using the Modular Integrated Construction technique to promote green construction as part of the city’s efforts to achieve its carbon reduction goals.

The expansion project of the special administrative region’s Legislative Council complex, which adopts the prefabricated building model, has seen 13 percent of the modules being assembled so far.

The HKSAR government has been promoting the prefabricated building model in the construction sector in recent years, given its efficient, environmentally friendly, energy-saving and time-consuming features

Under the CIMC Modular Building System of CIMC Group -- the manufacturer of modular buildings – there’ll be 15 offices and supporting facilities on each of the newly built floors for lawmakers, with the area of each office spanning some 60 square meters.

The assembling, using 286 modules made in a Jiangmen factory in Guangdong province, is expected to be fully completed by the end of this year.

The expansion project is the first of its kind using the MiC technique in the SAR. It marks a milestone in cooperation among Hong Kong and other cities in the Guangdong-Hong Kong-Macao Greater Bay Area in the construction of modular buildings.

The HKSAR government has been promoting the prefabricated building model in the construction sector in recent years, given its efficient, environmentally friendly, energy-saving and time-consuming features.

Secretary for Development Bernadette Linn said earlier her department had established a cross-departmental steering committee for coordinating the development of high productivity construction methods, such as MiC, and the streamlining of related approval processes to remove barriers for the industry.

The aim is to formulate measures in the financial year to strengthen the MiC supply chain, including making available land in the Northern Metropolis for the manufacturing and storage of modules, fostering collaboration within the GBA, expediting housing supply, and strengthening Hong Kong’s leading regional position in the construction business by adopting the MiC method, she said.

Zhu Weidong, managing director of CIMC-MBS Construction Investment, said the innovative building technique will play an active role in addressing the problems of talent shortage and housing supply in Hong Kong’s building industry.
