Chief Executive Carrie Lam Cheng Yuet-ngor expressed the government's "full support" for the law, pledging to implement it after it is passed.

Chief Executive Carrie Lam said the draft has taken into account the different legal systems between Hong Kong and the Chinese mainland, as well as the compatibility of Hong Kong laws and national laws

In a statement, Lam said the draft has taken into account the different legal systems between Hong Kong and the Chinese mainland, as well as the compatibility of Hong Kong laws and national laws.

Meanwhile, she agreed to the fourth article in the draft, which requires the government to set up a special police team to enforce the law, a new prosecution department in the Department of Justice, and a commission to safeguard national security that will be chaired by her.

Lam said preparatory work is under way.

The draft national security law for Hong Kong, which includes 66 articles in six chapters, proscribes secession, subversion of state power, terrorism activities, and collusion with external forces.

Lam said public concerns should be dispelled as the draft clearly stipulates that it will respect and protect Hong Kong people’s rights and freedoms under the Basic Law and relevant international covenants.
