BEIJING – A newly-released white paper, titled "A Global Community of Shared Future: China's Proposals and Actions," has outlined both the direction and path to build a global community of shared future.

The document was issued by China's State Council Information Office on Tuesday.

Ten years ago, President Xi Jinping put forward the idea of building a global community of shared future. His proposal lights the path forward as the world fumbles for solutions, and represents China's contribution to global efforts to protect the shared home and create a better future of prosperity for all, according to the white paper.

To build a global community of shared future, all peoples, all countries, and all individuals must stand together through thick and thin, navigating towards greater harmony on this planet that is called home, it said.

The white paper called for efforts to build an open, inclusive, clean and beautiful world that enjoys lasting peace, universal security, and common prosperity, turning people's longing for a better life into reality.

Promoting a new type of economic globalization is essential for building a global community of shared future.

Over the past decade, the vision of a global community of shared future has been steadily enriched and gained broader support. Steady progress has been seen in implementing the vision, the white paper noted.

It is now widely recognized in the international community that the vision has nothing to do with self-interest and protectionism. Instead, by presenting China's vision of the course of human development, it confronts the hegemonic thinking of certain countries that seek supremacy, according to the white paper.

Looking to the future, the vision is bound to shine as a pioneering thought with the power of truth that transcends time and space, opening up a beautiful prospect of common development, long-term stability, and sustained prosperity for human society, the white paper said.

Path to build global community of shared future

Noting that vision guides action and direction determines the future, the white paper urged the international community to work together to turn the grand blueprint into a roadmap, and a beautiful vision into reality step by step.

"Promoting a new type of economic globalization is essential for building a global community of shared future," reads the white paper.

It called on countries in the world to explicitly oppose protectionism, the erection of fences and barriers, unilateral sanctions, and maximum-pressure tactics.

China follows the path of peaceful development, and hopes that other countries will take this path as well, said the white paper.

By building a global community of shared future, emerging countries and established powers can avoid falling into the Thucydides trap, it added.

Building a global community of shared future requires practicing true multilateralism, said the white paper.

China opposes all forms of unilateralism and the formation of camps and exclusive cliques targeting specific countries, the white paper said.

China also opposes actions that undermine the international order, create a new Cold War or stoke ideological confrontation in the name of the so-called rules-based order, it added.

China advocates peace, development, equity, justice, democracy and freedom, the common values of humanity, read the white paper.

With an open mind, China understands that different civilizations have different understandings of the nature of these values, and respects the efforts of people in different countries to explore their own development paths, the white paper said. 

China's solid contribution

China has contributed its strength to building a global community of shared future with firm conviction and solid actions over the past decade, said the white paper.

The Belt and Road Initiative is a vivid example of building a global community of shared future, and is a global public good and cooperation platform provided by China to the world, it said.

By July 2023, more than three-quarters of countries in the world and over 30 international organizations had signed agreements on Belt and Road cooperation with China, said the document.

The Global Development Initiative, Global Security Initiative, and Global Civilization Initiative proposed by China have evolved into a crucial cornerstone for building a global community of shared future, according to the white paper.

Noting that the vision of a global community of shared future addresses the deficits in peace, development, security, and governance facing the world today, the white paper added that it also offers solutions that have been translated into concrete actions in areas such as health, climate change, and cybersecurity.

China has proposed the building of a global community of shared future, calling on all countries to form broad consensus and take concerted actions to address global issues, so as to inject confidence and momentum into humanity's drive towards a bright future, it said.  

Humanity at crossroads

Humanity is at yet another crossroads in history, and the choices between unity and division, opening up and closing off, and cooperation and confrontation test the wisdom of all countries, according to the white paper.

Living on the same planet, all countries are members of an emerging community of shared interests, responsibility, and destiny, whose well-being and security are interrelated, it added.

Whatever we may encounter on our journey ahead, the only right choice is to work together for the benefit of all.

Only when appropriate attention is paid to the collective future of humanity is it possible that the wishes of every country, people and individual come true, as the only right choice is to work together for the benefit of all, according to the white paper.

In the face of global crises, the 190-plus countries in the world are all in the same big boat. Only when all countries work together, align individual interests with the interests of all, and truly build a global community of shared future, can humanity tide through the crises confronting us and sail toward a better future, the document said.

It is increasingly obvious that the idea that "all strong countries will seek hegemony," the obsession with superior strength, and the zero-sum mentality are in conflict with the needs of our times, and humanity is in great need of new ideas that generate positive developments and conform to positive historical trends, said the white paper.

When the world thrives, China thrives, and vice versa, the white paper noted. 

Blueprint for better world

The vision of a global community of shared future draws a new blueprint for a better world, the white paper said, adding that the idea introduces a new approach to international relations, provides new ideas for global governance, and opens up new prospects for international exchanges.

Such a vision rises above the exclusive rules of bloc politics, the notion of "might makes right," and the "universal values" defined by a handful of Western countries, said the document.

Highlighting new features of global governance, the concept envisions a world characterized by openness and inclusiveness, equity and justice, harmonious coexistence, diversity and mutual learning, and unity and cooperation, as per the white paper.

On international exchanges, the document noted that China has made a five-point proposal for building a global community of shared future in the areas of partnerships, security environment, development, inter-civilization exchanges, and ecosystem.
