CE proposes to resume monthly question time with LegCo

HONG KONG - Chief Executive Carrie Lam Cheng Yuet-ngor on Thursday proposed to resume the monthly half-hour question-and-answer time with the Legislative Council, in a bid to strengthen the executive-legislative relationship.

Lam made the remarks in a routine Q&A session in the LegCo held in response to lawmakers’ concerns about her fourth Policy Address, which was released on Wednesday.

Currently, Chief Secretary for Administration Matthew Cheung Kin-chung meets every week with leaders of the LegCo House Committee, a key organ of the LegCo, to assist in its operation. Cheung then briefs Lam and other principal officials on the meetings after they are held

Lam said that, in the remainder of her term, she is willing to come to the LegCo more often to better understand lawmakers’ concerns and allow them to better oversee government work, as well as facilitate the deliberation of government bills and funding proposals. 

Once the LegCo president has agreed to Lam’s proposal, the monthly question time will be in place. 

She said she will ask principal officials to maintain regular communications with LegCo panels.

The monthly question time, which Lam began in January 2019, is her bid to enhance communication with the lawmakers. In addition to the monthly question time, Lam will attend 1.5-hour routine question sessions quarterly. The chief executive normally also attends a Q&A session on the day after presenting the annual Policy Address.
