Think tanks are gaining importance as governments worldwide face complex societal challenges and increasingly turn to external experts for policy solutions and to obtain fresh perspectives and creative approaches to pressing issues.
Think tanks can be independent or affiliated with governments, universities, or other institutions and serve as knowledge hubs, bringing together experts from various fields to tackle pressing challenges.
For example, the Brookings Institution, founded in 1916 and based in Washington, DC, is one of the oldest and most respected think tanks in the United States. It focuses on various subjects, including economic policy, governance, and foreign affairs. Over the years, its research has influenced significant legislative changes and government programs.
Chatham House, founded in London in 1920, is a forum for open debate and confidential discussions, bringing together governments, the private sector, and civil society. Membership is a valuable opportunity for those interested in global affairs, policy analysis, and networking within influential circles. Chatham House’s ability to convene experts and facilitate discussions is integral to promoting understanding and cooperation.
In China, think tanks play an essential role in shaping policy and providing research on various issues. For example, the Chinese Academy of Social Sciences, founded in 1977, is a State research institute and think tank. It is a ministry-level institution under the State Council. It focuses on social sciences research, including economics, sociology, and political science. It provides policy recommendations to the government and conducts studies that influence domestic and international policies.
In contrast, Our Hong Kong Foundation (OHKF) is a relative newcomer to the field, established in 2014 by former chief executive Tung Chee-hwa, who foresaw the need and benefits of creating a think tank to support Hong Kong’s strategic long-term development under “one country, two systems”, particularly within the context of the Guangdong-Hong Kong-Macao Greater Bay Area, the Belt and Road Initiative, and the city’s unique contributions to broader national development plans.
The support of a consistently expanding network has propelled the foundation into the top 1 percent of think tanks globally, cementing its status as a respected institution.
This remarkable achievement reflects the spirit of the people of Hong Kong. Their tenacity, strong work ethic, and outward-looking, internationally minded perspectives are deeply ingrained in the culture and part of the city’s DNA, driving change, innovation and progress.
I have closely followed OHKF’s development and expanding engagement with renowned local and international experts and influential business and opinion leaders at numerous outreach events. This deepened my understanding of Hong Kong’s unique qualities and OHKF’s commitment to fostering global connectivity and collaboration.
The foundation is built on three core pillars: its Public Policy Institute, the Academy of Chinese Studies, and the Hong Kong Chronicles.
The Public Policy Institute has achieved significant milestones across various sectors. In technology, it has advocated for innovation, resulting in policy changes such as increased research and development funding. In healthcare, it proposed that Hong Kong become a clinical trial center. In response to the challenge of land supply and affordable housing, it has provided valuable forecasts and recommendations for urban development, influencing significant initiatives like the Lantau Tomorrow Vision. In tourism, it proposed actionable measures to rejuvenate the sector post-pandemic, while in education, it aims to position Hong Kong as an international education hub with policies to attract nonlocal talent.
The institute’s healthcare research has garnered international recognition, leading to reforms addressing doctor shortages and promoting a community-centric mental health system. In finance, it analyzed cross-border financial developments in the GBA to encourage and boost investor involvement. Additionally, it has pioneered “Arts Tech” initiatives and contributed to sustainability efforts, advocating for improved climate-related disclosures and greater collaboration with mainland organizations.
The Academy of Chinese Studies has achieved remarkable success in establishing and operating the most significant Chinese cultural website in Hong Kong. It became the first NGO in the city to collaborate with the Palace Museum in Beijing, creating educational resources for local schools and adapted for mainland schools. Additionally, the academy launched the multimedia platform Our China Story and commissioned over 400 independently produced mini-documentaries showcasing personal narratives and factual expert commentary. Each episode attracts over 1 million viewers on average, significantly increasing public awareness of current developments and appreciation of China’s rich heritage.
Looking forward, OHKF will likely build upon its three pillars and play a vital role in the city’s development by enhancing connectivity with the international community, amplifying the narratives of China and the Hong Kong SAR, and advancing the agenda for science, technology, and innovation
Its Fireflies interactive reading platform has engaged over one-third of Hong Kong's primary and secondary students and has become the region’s most popular reading resource. Additionally, the academy has partnered with the Education Bureau and various organizations to develop innovative programs and resources for institutions such as the Commissioner’s Office of China’s Foreign Ministry in the Hong Kong SAR, and the Civil Service College.
The Hong Kong Chronicles is a significant initiative aimed at documenting the rich history and diverse cultural heritage of Hong Kong. With the support of the central government and the HKSAR government, the Hong Kong Chronicles Institute (HKCI) was established by Our Hong Kong Foundation in August 2019 to compile Hong Kong's first-ever Chinese local chronicles. This initiative represents the most significant local cultural project, featuring a history book series that includes 10 categories, 62 volumes, and over 20 million Chinese characters.
In addition to preserving history, the Hong Kong Chronicles actively engages with the community by encouraging participation in the documentation process. Through various outreach programs, workshops, and public events, the initiative invites residents to share their stories and experiences, enriching the city’s collective memory. Promoting ownership and pride in Hong Kong’s heritage, the chronicles contribute to cultural preservation and strengthen community bonds, ensuring that future generations appreciate the city’s diverse and dynamic history.
Most people in Hong Kong recognize the economic and geopolitical challenges that lie ahead as the city pivots toward new opportunities. The central government’s message is unmistakable: Hong Kong’s unique “one country, two systems” framework and its international connectivity are valuable national assets.
The city’s core strengths encompass its strategic position as a gateway between China and the world, a robust financial services sector, and a business-friendly environment with a low tax regime. Additionally, Hong Kong boasts a highly skilled and multilingual workforce, excellent international connectivity through a world-class airport and extensive shipping routes, and a rich cultural diversity that fosters innovation. Coupled with a robust legal framework that upholds the rule of law and growing investments in innovation and technology, these attributes collectively enhance Hong Kong’s competitiveness in the global economy.
To keep pace with its neighbors and engage more deeply with the Association of Southeast Asian Nations, the city must harness and develop these strengths to successfully navigate the future. By embracing this vision, Hong Kong will continue transforming challenges into opportunities, securing a prosperous future and its unique and valuable role in the broader national landscape.
