This year’s Policy Address will focus on reform and development to further improve people’s livelihood and create a brighter future for Hong Kong, Chief Executive John Lee Ka-chiu said on Tuesday on the eve of delivering the address – the third in his tenure so far.
The 2024 address will continue to have a green cover as it symbolizes the continuity of policies, as well as the harmony, vitality and prosperity of the special administrative region, he said.
It will also include an appendix detailing the background and details of policies, replacing the previous supplement that mainly outlined the development of proposed initiatives.
Lee said that during the three-month public consultations, more than 40 sessions were held and 9,500 submissions from the community were received.
He thanked members of the public and everyone who’ve submitted their views, saying he believes this will help officials to make better decisions on policy priorities.

Lee has said he and members of his administration will wear green ties or scarfs designed by teachers and students of The Hong Kong Polytechnic University when delivering the address tomorrow.
The designs feature the patterns of the city’s iconic skyscrapers, symbolizing Hong Kong’s continued prosperity, with intersecting lines to represent the SAR as a crucial bridge connecting the Chinese mainland and the world.
