Macao Chief Executive-designate Sam Hou-fai said on Sunday that he would lead the sixth-term Macao Special Administrative Region government with a focus on unity, integrity, and innovation while advancing key initiatives crucial for the city’s long-term development.

Sam made the statement as he and the designated principal officials and prosecutor-general who will serve in the sixth-term Macao SAR government met the press at the government headquarters. The new-term government will be inaugurated on Dec 20.

With the strong leadership of the central government and the robust support from the country, Macao will undoubtedly achieve high-quality development as it fosters social consensus, strengthens its capabilities, and encourages confidence and innovation, Sam said.

Such effort will write a new chapter in the successful practice of “one country, two systems” with Macao characteristics, he added.

Sam expressed gratitude for the trust and support of the central government, adding that the composition of the new-term MSAR government embodied the spirit of integrity and innovation. The State Council announced the appointment of the principal officials and the prosecutor-general on Saturday.

The new government team would take proactive measures, and focus on solving deep-seated contradictions and issues in the development of the MSAR, Sam said.

He said integrating with the national development agenda was a crucial task for Macao and one that must be carried out effectively.

After taking office, there would be close cooperation with the Guangdong government and the Hong Kong Special Administrative Region government to make full use of the respective strengths of the three places in jointly integrating into the national agenda, Sam said.

He said this would lead to further development for the Guangdong-Hong Kong-Macao Greater Bay Area, and of the Guangdong-Macao Intensive Cooperation Zone in Hengqin.

The mission of the cooperation zone in Hengqin was to serve the appropriate economic diversification of the Macao and to exemplify a strong advantage of the “one country, two systems” principle, Sam said.

The new-term MSAR government would work closely with Guangdong province for the better advancement of the joint-administration principle of the cooperation zone, he added.

In terms of promoting appropriate economic diversification, Sam said there would be an emphasis on requiring all functional departments to enhance coordination.

In the process of advancing their work, they would be required to better identify more opportunities for the benefit of the development of Macao, he added.
