Cooperation among Shenzhen and the Hong Kong and Macao special administrative regions in the integration of the Guangdong-Hong Kong-Macao Greater Bay Area has reached new heights through the strategic Qianhai and Hetao development zones.
The Development and Reform Commission of Shenzhen municipality on Wednesday highlighted the city’s unprecedented levels of collaboration with the two SARs over the six-year implementation of the Greater Bay Area Development Plan at the launch of a media tour of the region’s cooperation setup.
According to official data, Shenzhen has established 19 working groups with Hong Kong and 11 with Macao in the past six years, and signed pacts covering education, technology, law and healthcare.
The Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone, in particular, is deepening its reforms and openness, having attracted more than 9,200 Hong Kong-registered enterprises so far.

Development of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone is also progressing rapidly. The zone’s Shenzhen branch has implemented favorable policies concerning taxation and cross-boundary investments, with multiple research institutions, including five top Hong Kong universities, taking part in over 200 research projects.
The Shenzhen municipal government said it’s committed to advancing the development of these key cooperation platforms. The goal is to set a standard for deeper collaboration across the Chinese mainland and in Hong Kong and Macao, thereby contributing significantly to the Greater Bay Area’s growth.
Shenzhen also emphasized its dedication to fostering the creation of a more convenient life circle in the 11-city cluster region.
The Shenzhen, Hong Kong and Macao authorities have jointly enforced numerous policies covering education, healthcare and elderly care, including the cross-boundary public services self-service kiosk set up by HKSAR government. Drugs and medical devices used in Hong Kong’s public hospitals have also been introduced in Guangdong province.
