HONG KONG – Minister of Justice He Rong and Chief Executive of Hong Kong Special Administrative Region John Lee Ka-chiu have signed documents to further deepen exchanges and cooperation on talent nurturing and legal and dispute resolution services.
CE Lee and Secretary for Justice Paul Lam held separate meetings with the minister who led a delegation to the city on July 17, according to the government.
The record of meeting signed by the minister and the CE establishes a two-way mechanism on nurturing legal talent in the Chinese mainland and the SAR to deepen the implementation of the Framework Arrangement on Legal Talent Exchanges and Training Cooperation between the Ministry of Justice and the Department of Justice, and to jointly explore different forms of cooperation on nurturing legal talent.

Lee and He also exchanged views on areas such as deepening cooperation on legal services among Guangdong, Hong Kong and Macao, and cultivating legal talent
It also enhances support for the Guangdong-Hong Kong-Macao Greater Bay Area lawyers and Hong Kong resident lawyers practicing in the mainland, and explores the expansion of the scope of practice of GBA lawyers and Hong Kong resident lawyers who have obtained mainland practice qualifications.
The record of meeting also promotes exchanges and cooperation on international commercial arbitration and mediation as well as supports the establishment of a cooperation mechanism for dispute resolution institutions in the 11-city Bay Area cluster.
Welcoming He's visit to Hong Kong and thanking the Ministry of Justice for its support to the HKSAR government and promotion of cooperation of the mainland and Hong Kong legal professions, Lee said the relevant efforts could facilitate the local legal sector's further integration into national development, contributing to the country's high-quality development.

The CE and the minister also exchanged views on areas such as deepening cooperation on legal services among Guangdong, Hong Kong and Macao, and cultivating legal talent.

The Hong Kong justice chief said the signing of the record of meeting will consolidate the HKSAR’s status as a center for international legal and dispute resolution services in the Asia-Pacific region under the National 14th Five-Year Plan.
Minister He assured that the Ministry of Justice would support Hong Kong's legal sector to provide quality legal services and rule of law safeguards for the Bay Area’s development and the steadfast and successful implementation of “one country, two systems”.
