Lee vows to implement plenum’s vision for HK

Hong Kong Chief Executive John Lee Ka-chiu has reaffirmed his commitment to maximizing Hong Kong’s unique attributes in fostering the city’s and nation’s high-quality development, in line with the vision mapped out at a recent plenary session of the 20th Communist Party of China Central Committee.

He made the pledge on Friday while presiding over a study session on the guiding principle of the significant meeting. The event was attended by senior officials of the Hong Kong Special Administrative Region government.

On July 18, the plenary session adopted a resolution on further deepening reform comprehensively to advance Chinese modernization, a strategic direction that Lee believes will have profound implications for Hong Kong’s future development.

The chief executive emphasized the significant role Hong Kong can play in the country’s ambitious modernization goals. He stated that the plenary session not only leads the country toward Chinese-style modernization and high-quality development, but is also crucial to Hong Kong’s long-term development and stability.

The resolution outlines over 300 reform initiatives across various sectors, including politics, the economy, culture, society, ecological civilization, and national security.

Lee pointed out the importance of many reform plans to Hong Kong, including bolstering the city’s status as an international financial, shipping, and trade center, supporting its transformation into a high-caliber talent hub, and promoting the development of the Guangdong-Hong Kong-Macao Greater Bay Area so as to facilitate Hong Kong’s active role in the nation’s opening-up efforts.

Lee underscored Hong Kong’s unique position as a superconnector linking the Chinese mainland to the world. Amid accelerating global changes, the Hong Kong SAR will more actively integrate into the nation’s overall development and give full play to the SAR’s unique advantages to achieve its own breakthroughs and contribute to the country’s needs with Hong Kong’s strengths.

To realize this vision, Lee has instructed government officials to study hard the guiding principle of the plenary session and incorporate it into their administrative works.

The SAR government will stay committed to implementing the resolution’s objectives, and strive to grasp the opportunities to further consolidate its strengths, in a bid to make greater contributions to the country, he said.

During the study session, Chief Secretary for Administration Eric Chan Kwok-ki, Financial Secretary Paul Chan Mo-po, Secretary for Constitutional and Mainland Affairs Erick Tsang Kwok-wai, and Secretary for the Civil Service Ingrid Yeung Ho Poi-yan also shared their views.
